Residential Infill and the LCP Amendment

The City of Half Moon Bay is amending its Local Coastal Program. Step 1 of this process involves amending key policies—called Foundation Policies—that establish the framework for further amendments. Implementing a revised growth management mandate (Measure D) is a central component of the LCP amendment. Measure D, passed in 1999 by 66% of voters, limits population growth to a maximum of 1% per year, with the option of an additional increase of 0.5% growth in the Downtown Area. Consistent with the City’s existing growth management program (“Measure A”), for the near-term future, the draft amendment channels residential development to vacant parcels in the “Infill Area”—the Downtown area and existing built-up neighborhoods where water, sewer and road facilities are already in place adjacent to the parcel. PUD and residentially zoned areas located outside of Infill Areas—in Expansion Areas—may also receive Measure D certificates for new residential development if there is sufficient infrastructure capacity to accommodate it.

Measure D Certificates would be allocated by lottery to the qualified Infill parcels, and may be allocated by lottery to qualified Expansion Area parcels that have an approved Specific Plan and a certified LCP amendment, authorizing owners to apply for a Coastal Development Permit to build on the parcel.

Getting It Right

It is critically important that the information used in the growth management process is correct. Our data comes from the most authoritative sources we could find—including the County Assessor’s Office, the Coastside County Water District (CCWD), and the City Engineer’s office—and then it was rechecked against other information sources.* But we want to give you a direct opportunity to review the data to assure the highest quality product possible.

* For example, we know some of the address information we received is inaccurate—because our address at City Hall was wrong too!

Criteria for Designating Residential Infill Areas and Infill Parcels

The Residential Infill Area is a product of the current zoning designations and data regarding access to water, sewer and road infrastructure. The Residential Infill Area includes only those areas that meet all of the following criteria:

  1. 1. Existing neighborhoods that are already substantially developed both with public water lines, sewer lines and standard roads, and with residential or commercial uses, and
  2. No new subdivision maps, parcel maps, rezonings, planned unit developments, specific plans, general plan amendments, or LCP amendments are necessary to accommodate residential development.

Residential Infill Parcels meet all of the additional criteria:

  1. They are in the Infill Area and do not have a residence, or can accommodate additional residence(s)1 consistent with applicable zoning provisions; and
  2. Parcels have a potable public water supply line installed to the parcel; and;
  3. They have a public sewer line installed to the parcel; and,
  4. They have a permanent asphalt/concrete road constructed to City standards and at least 20 feet wide, in accordance with Fire Department standards, extending across the entire frontage of the parcel.

Viewing the Infill Parcel Information

This information is available as a spreadsheet and as a map in PDF format. If you do not already have it, you will need to download Adobe Reader (version 5.1 or greater).

The Residential Infill Information Spreadsheet is in the form of a list. The list is ordered by APN within each of five sections:

1 Parcels that are zoned R-2, R-3 or Commercial within Infill Areas are considered as having the potential for additional units. It is very difficult to determine which R-2 and R-3 parcels with existing structures have the potential to accommodate additional units, and they are not included in the list of Infill Parcels. Interested parties should contact the Planning Department.
