NOTICE IS GIVEN OF PUBLIC HEARINGS AND THE

AVAILABILITY OF DOCUMENTS PERTAINING TO

THE UPDATE OF THE CITY OF HALF MOON BAY’S

LOCAL COASTAL PROGRAM LAND USE PLAN (LUP)/GENERAL PLAN

AND RELATED IMPLEMENTING ORDINANCES (CHAPTERS 17 AND 18)

 

The City of Half Moon Bay is continuing the process of updating its Local Coastal Program (LCP) /General Plan, begun in 1997, and invites all residents and interested parties to participate. Since October 2004, the City Planning Commission (PC) and City Council (CC) have hosted a series of eleven public workshops and three public education sessions covering the entire current LCP. As a first step in the formal amendment process, the City is focusing on key policy issues, and “Foundation Policies” that shape the overall future direction of planning for the City. The proposed amendments to the LCP affect policies and text pertaining to Chapter 1 Introduction, Chapter 2 Land Use, Chapter 3 Environmentally Sensitive Habitat Areas, Marine and Water Resources, and Chapter 9 Public Works of the current LUP, and Chapters 17 and 18 of the City’s Municipal Code. Together, these formed the Public Review Draft, referenced below. Once adopted by the City, these policies and ordinances will be submitted to the Coastal Commission for certification as part of the LCP Amendment Package.  As Step 2 - commencing later in 2005 -- additional policies dealing with all other aspects of the LUP/GP update will be addressed in public workshops, hearings and the formal amendment process.

 

On March 17, 2005 the City released and distributed a Public Review Draft of the proposed amendments to the City’s LCP to all interested persons, agencies, organizations and government offices as required by Section 13515 of the Coastal Commission’s LCP regulations (14CCR).  A public hearing Review Draft reformatting the documents issued March 17 was mailed out to all parties on April 15, 2005 for use in the Planning Commission public hearings. The Review Draft responded to comments and guidance received from the public, the Planning Commission and the City Council during the workshop process. The parts of the current LUP proposed for replacement were also made available (see “Current (1993) LUP Policy and Text Deletions.”)

 

On April 21, 2005, after three public hearings, the Planning Commission adopted the Public Review Draft of the Local Coastal Program Amendment along with specific recommended changes and by Resolution formally reported their recommendations to the City Council. A Consolidated Public Review Draft, displaying the Planning Commission’s recommended changes to the March 17 Public Review Draft in a cross-out, underline format was published April 29, 2005 and was the reference document for the nine City Council public hearings held and noticed on the schedule below. The public is encouraged to attend all LCP/GP Update meetings. Written or email comments are also encouraged.  Meetings are subject to continuance and additional dates may be added.

 

On August 8, 2005, the City published and distributed an updated Public Review Draft (PRD) of Half Moon Bay Local Coastal Program Amendment 02-05 for additional public review and comment.  The LCP Amendment PRD document included Measure D, Chapters 1, 3, 9 and 10 of the Land Use Plan, and three color maps: the City’s current Zoning Map, Infill and Expansion Areas Map, and Infill Parcels Map.  It is available for viewing by clicking on the documents list below, beneath Current Documents. It has been broken up into smaller documents for easier downloading and viewing. The entire document  is also available for viewing at City Hall and at the Half Moon Library, and has been mailed out to persons who so requested. An informal question and answer discussion on the Updated PRD (including Measure D) was held on August 23, And a formal City Council Public Hearing was conducted on August 24, 2005.

 

At the August 24 meeting, the Council determined to provide additional opportunities for public comment and involvement, and hearings were scheduled for September 6, 15 and 20. At the September 20 hearing, revisions to the Measure D-related measures and Chapter 3 were referred to the Planning Commission for a report. A corresponding new update to the Public Review Draft was issued September 21, 2005.  It has been broken up into smaller documents for easier downloading and viewing.
